Article 22

  1. Article 22 grants protection to persons who are arrested or detained.
  2. Detention is of two types: Punitive & Preventive.
  3. The Constitution has divided the legislative power with regard to preventive detention between the Parliament and the state legislatures.
    1. The Parliament has exclusive authority to make a law of preventive detention for reasons connected with – defence, foreign affairs and the security of India. 
    2. Both the Parliament as well as the state legislatures can concurrently make a law of preventive detention for reasons connected with the security of a state, the maintenance of public order and the maintenance of supplies and services essential to the community.
  1. Article 22 of the Indian Constitution guarantees natural justice and provides fair hearing to the arrested persons. On violation of this Articles, an aggrieved person can seek constitutional remedies under Article 32 and 226 from SC and HC. respectively.
  1. Cases of ordinary law ( only for Citizens).
    1. Right to be informed, Consult, produced before magistrate, released if magistrate not allowed.
  2. Cases of preventive detention law. ( For a person).
    1. Max 3 months after that advisory board review is must. ( Except when PMT law exist for more than 3 months )
    2. Disclose the reason if not harming public interest.
  1. Preventive detention law under British rule were
    1. Bengal State Prisoners Regulation of 1818
    2. Defence of India act 1939.

Article 23

  1. It is a part of Right against Exploitation which contains article 23 and article 24.
  2. Prohibition of Traffic in Human Beings and Forced Labour.
  3. Laws made by parliament to implement article 23 are
    1. The Bonded Labour System (Abolition) Act, 1976
      1. Work without payments, against loans.
    2. Equal Remuneration Act, 1976.
    3. Minimum Wages Act, 1948.
    4. Immoral Traffic (Prevention act) Act (1956).
    5. Contract Labour Act, 1970.

GSDP

  1. The Gross State Domestic Product (GSDP) and Per Capita Income (PCI) reflect the overall performance of the economy of the state. 
  1. GSDP generally known as ‘State Income’ is a key measure to assess the economic performance of the state during a specific period of time and it reveals the extent and direction of the changes in the levels of economic development. 
  1. As per the advance estimates, the Gross State Domestic Product (GSDP) at current prices is by 0.41 per cent in the year 2020. A rising trend has estimated to be ₹9.58 lakh crore for the year 2020-21 as compared to ₹9.99 lakh crore during the year 2019-20, showing a decline of 4.11 per cent over the previous year.
  1. As per the advance estimates, the Gross State Domestic Product at constant (2011-12) prices in the year 2020-21 is likely to attain a level of ₹6.43 lakh crore, as against the estimates of GSDP for the year 2019-20 of ₹6.89 lakh crore, registering a decline of 6.61 per cent over the preceding year.
  2. The advance estimates of Net State Domestic Product (NSDP) at current prices is worked out to be ₹8.63 lakh crore for the year 2020-21, as compared to ₹8.99 lakh crore during the year 2019-20, showing a decline of 4.06 per cent over the previous year.
  3. As per the advance estimates, the Net State Domestic Product at constant (2011-12) prices, in the year 2020-21 has been estimated at ₹5.70 lakh crore as against ₹6.10 lakh crore of the year 2019-20, showing a decline of 6.58 per cent over the previous year.

Per Capita Income

  1. The Per Capita Income is derived by dividing the Net State Domestic Product by the mid year’s total population of the state. Per Capita income is a pointer for standard of living and well-being of people.
  1. The Per Capita Income for the year 2020-21 (advance estimates) at current prices worked out to be ₹1,09,386 as against ₹1,15,492 during the year 2019-20 registering a decline of 5.29 per cent over the previous year.
  1. The per capita income at constant (2011-12) prices during 2020-21 (advance estimates) is likely to be ₹72,297 as compared to ₹78,390 in the year 2019-20 registering a decline of 7.77 per cent over the previous year.

  1. It is released by the Reporters Without Borders (HQ Paris, France).
  2. India’s rank remains 142 , same as last year.

  1. Maharastra girl Priyanka Mohite has completed the task of reaching the highest point of the world’s 10th top peak called Annapurna located in North Nepal. 
  2. Mount Annapurna is a massif in the Himalayan System situated in Nepal which includes one peak above 8,000 metres and is considered to be one of the toughest mountains to climb.
