- Provision of State Secretariat:
- Those princely state having an income of more than 10 crores and a population of more than 10 lakh could keep their existence independent.
- Only four states in Rajasthan come in this provision, they are:
- Jaipur
- Jodhpur
- Udaipur
- Bikaner

- The Unification of Rajasthan was completed in seven stages
Stage-I
- Matsya Union formed:(18 March 1948)
- By merging four states and a Thikana, namely:
- Bharatpur
- Dholpur
- Alwar
- Karauli
- Neemrana(Thikana)
- K.M Munshi gave the name Matsya Union.
